Summary
In 2024, the HSE piloted a new alcohol extended brief intervention service – SAOR( Screening and Brief Intervention for Alcohol) EBI - in North Dublin. A process evaluation was conducted and finalised in Q4 2024.
SAOR EBI is an evolution of the SAOR Screening and Brief Intervention for Alcohol Initiative. SAOR EBI continues to be delivered in North Dublin and now is now being scaled up two new sites across the HSE regions Dublin South East and South West.
The HSE is seeking to contract a suitably experienced and qualified research team to conduct an implementation and outcomes evaluation across the three locations. This evaluation must determine the effectiveness of SAOR EBI in supporting individuals with their alcohol reduction goals, to understand its implementation and whether it enables earlier and more equitable access to alcohol use support in the population.
The findings will be used to inform service deliver and any future business cases to support the scaling up of SAOR EBI nationally. The successful applicant(s) will complete all fieldwork, analysis and reporting by December 2027.
