The Health Service Executive (HSE) is Ireland’s national public health service and the State’s single largest public sector purchaser of goods, works and services, with multi‑billion‑euro annual expenditure across hospitals, community care and national support services.[2] Its procurement function is organised nationally under Assistant National Directors for logistics & inventory, strategic sourcing & contracting, and business support, operating from hubs in Dublin, Tullamore and Limerick.[1] Core procurement categories include medical devices and consumables, pharmaceuticals, clinical equipment, ICT and digital health systems, facilities management and estates, construction and engineering works, transport and logistics, and a wide range of professional and social care services.[1][2] Most contracts above internal thresholds are advertised on eTenders and, above EU thresholds, in the Official Journal of the EU, covering both acute hospital requirements and community/social care programmes.[2]

Strategic Context

Current HSE procurement is strongly shaped by health system modernisation and digital transformation, including government‑approved procurement for a national Electronic Health Record (EHR), which is expected to entail very substantial ICT and change‑management contracts over multiple years.[4] Capital and revenue spending are also being driven by ongoing hospital and primary‑care capacity expansion, estates upgrades and compliance with sustainability and green procurement policies, which influence specifications for construction, building services, equipment and energy‑related purchases.[2][5] Policy guidance for the Irish healthcare sector emphasises life‑cycle costing, sustainability and outcome‑based specifications under the HSE’s Green Procurement Framework, which affects how tenders are evaluated and contracts are managed.[5]
