The Office of Government Procurement (OGP) is Ireland’s central purchasing body for common goods and services across the public service, operating as an office of the Department of Public Expenditure, NDP Delivery and Reform.[2][9][13] It develops and maintains the national public procurement policy framework while also directly sourcing categories such as IT, professional services, general supplies and other common-use goods for central government, local authorities, health, education and defence sectors.[2][5][10][14] OGP manages national framework agreements and provides procurement solutions, guidance, systems (including the eTenders platform) and templates that public bodies use to conduct compliant, competitive tendering.[2][5][8][10] Its procurement profile is large-scale and cross‑sectoral, with a strong emphasis on aggregated national frameworks, strategic advice to contracting authorities, and professionalisation of the public buying function.[5][7][8]

Strategic Context

OGP’s current strategic role is framed around Ireland’s public procurement reform programme: strengthening centralised sourcing, ensuring transparency and sustainability, and aligning national policy with EU procurement directives.[5][7][11][14] Recent policy material such as the "Procuring for our Future" initiative highlights an increased focus on supplier engagement (including a biennial national supplier exhibition), greener and more sustainable procurement, and digital transformation through the national procurement platform and eInvoicing.[6][12] As part of the Department of Public Expenditure, NDP Delivery and Reform, OGP’s work is closely linked to implementation of the National Development Plan and wider public spending control, so its frameworks and competitions underpin large capital and operational programmes across multiple sectors rather than its own standalone capital budget.[5][7][8]
