Expression of Interest (EOI)

An early-stage submission a supplier makes to register interest in a future tender, often on a restricted procedure or framework.

A short submission used in restricted procedures, dynamic purchasing systems and competitive dialogue where suppliers register interest before being shortlisted to receive the full tender pack. In Ireland, an EOI is normally submitted via eTenders.gov.ie and asks for basic capacity, qualification and experience details, sometimes via the ESPD. Suppliers who pass selection are then invited to tender.
