Wicklow Council's €100m Arklow Flood Scheme Dominates Irish Procurement This Week

This week's standout Irish public tenders — what to watch and where the deadlines fall.

Wicklow County Council’s single-party framework for the Arklow Flood Relief Scheme, valued at €100m, is the standout notice to watch, while Bord na Móna’s €40m ICT Managed Services contract signals a major technology refresh at the peat-to-renewables company. Bid managers across construction and IT have the most consequential decisions to track before deadlines pass.

Construction

Wicklow County Council’s €100m single-party framework for the Arklow Flood Relief Scheme main works is the notice that will define this sector’s week — no deadline is published yet, so watch the eTenders page closely. Separately, Dublin and Dún Laoghaire ETB has a €5.45m biomass package (Bundle 6) under the Schools Energy Pathfinder 2025 programme closing 17 November, while Respond is seeking contractors for a €5m residential development covering 40–100 homes in Cork city and county.

IT Services

Bord na Móna’s €40m ICT Managed Services procurement is the headline opportunity for systems integrators, though no closing date has been published. The HSE’s €17m contract for support, maintenance and development of its Track and Trace software is also live, alongside ESB’s €7.37m Citrix DaaS contract — three sizeable IT contracts from very different state-linked buyers landing in the same window.

Professional Services

EirGrid has a €10m Supply Chain Services Framework on the market under reference ENQEIR1016, relevant to consultancies with energy-sector supply chain credentials. Dublin City Council is also tendering a €5m panel for event management services on behalf of Dublin City Libraries, an unusual public-culture opportunity for agencies with a strong events portfolio.

Transport

The HSE’s €19.6m distribution services contract for its National Distribution Centre in Tullamore closes 13 November, making it the most time-pressured opportunity in this cluster. The National Transport Authority has also published a €3.65m equipment installation support works notice closing 12 November, leaving very little runway for logistics and installation firms to respond.

Environment

Dún Laoghaire-Rathdown County Council is tendering a €10m waste management services contract for the Ballyogan Recycling Park civic facility, closing 16 November. Cavan and Monaghan ETB’s €3.92m Biomass Package Bundle 4 under the Schools Energy Pathfinder 2025 programme closes a day later on 18 November, offering a second near-term biomass opportunity for contractors already pricing Bundle 6.

Facilities

Transport Infrastructure Ireland is seeking soft facilities management services for MetroLink under a €2.86m contract closing 16 November — an early indicator of the operational supply chain taking shape around the project. Bord Bia has also tendered a fixed-fee outdoor catering contract for Bloom 2027 and beyond, though its 30 October deadline may already have passed for some readers.
