TII Launches €250m Luas Finglas Design-and-Build as Dublin Construction Surges

This week's standout Irish public tenders — what to watch and where the deadlines fall.

Transport Infrastructure Ireland’s €250m Luas Finglas main infrastructure contract is the standout notice of the week, signalling that the northside extension is moving from planning into procurement. Dublin City Council is also active on two fronts simultaneously, seeking both a design team for the Clontarf Flood Defence project and a contractor for the Coolock-to-Clontarf active travel scheme.

Transport

Transport Infrastructure Ireland’s €250m Luas Finglas design-and-build notice dominates the sector and will draw serious attention from major contractors and engineering consortia. Further down the scale, the Department of Housing is seeking an airlifting service for materials across three national parks — Connemara, Wild Nephin and the Burren — at a value of €1.5m, with a November deadline.

Construction

Dublin City Council is running two concurrent procurements: a €7.5m integrated design team framework for the Clontarf Flood Defence and Public Realm Project, and a €6.13m construction contract for Section 2 of the Coolock-to-Clontarf Active Travel Scheme. St James’s Hospital is also in the market for electrical infrastructure upgrade works under a €6m framework, closing 5 November.

ESB’s €50m framework for commercial services to support its capital programmes is the headline notice here, though no deadline has been published yet. The Sustainable Energy Authority of Ireland is moving faster with its €6.7m District Heat Advisory Services Framework, which closes 9 November and will interest energy consultancies positioning around Ireland’s district heating ambitions.

Galway Roscommon ETB is seeking suppliers across eleven lots under a €30m contracted training framework, with bids due 2 November — a tight window for providers considering multiple lots. Tipperary County Council’s LASNTG framework for roads, environment, planning and water training is valued at €15m and closes 16 November, offering a second significant opportunity for specialist training organisations.

Kildare County Council’s €10m managed parking services contract and Dublin City Council’s €9.9m single-operator pest control framework together make this a strong week for facilities providers with local authority experience. The University of Limerick catering concession, run through the Education Procurement Service, is valued at €4.9m and closes 6 November.
