Strategic Context

RTÉ’s Statement of Strategy 2025–2029, "A New Direction", sets out a transformation agenda focused on modernising its digital services, reforming governance, and reshaping its cost base while maintaining public service content obligations.[1][12] The broadcaster has signalled that, once a current three‑year €725m funding deal ends, it will seek further State funding or reforms to the licence fee system, highlighting ongoing budgetary pressure and the need to balance investment in technology and content with constrained public funding.[4][8] Performance Commitments for 2026 emphasise efficiency, digital innovation and audience reach, meaning procurement will increasingly support technology upgrades, data and analytics capabilities, and cost‑effective outsourcing of specialist functions.[7][1]
