Iarnród Éireann–Irish Rail is Ireland’s national rail operator, responsible for heavy rail passenger and freight services and the maintenance and enhancement of the national rail network.[1][8] It employs roughly 5,300 staff and is delivering an €8 billion national capital investment programme aimed at doubling passenger numbers by 2030.[14] Procurement is managed centrally by a dedicated Procurement Department, which sources goods, services and works to ensure safe operation of the network in compliance with Irish and EU rules and primarily uses the Irish government’s eTenders platform.[8][11] Core procurement categories include major rail construction and civil engineering works, rolling stock and fleet, signalling and telecommunications, environmental and coastal protection works, facilities management, IT systems and digital solutions, and a wide range of professional and technical services.[1][2][8]

Strategic Context

Irish Rail’s current strategic context is dominated by Project Ireland 2040 and the National Development Plan 2018–2027, under which it is investing heavily in trains, infrastructure, stations and customer service, with explicit alignment to the Climate Action Plan.[1][2] Flagship programmes include the multi‑billion DART+ Programme, Cork Area Commuter Rail, East Coast Rail Infrastructure Protection Projects, Western Rail Corridor, new Enterprise fleet for Dublin–Belfast, and new stations such as Moyross, all scheduled for delivery or major progress between 2026 and 2030.[2][11][12] The National Transport Authority’s capital investment programme and Department of Transport heavy rail capital sub-heads (e.g. over €200m per annum in recent years) indicate sustained, ring‑fenced capital funding for rail, supporting a strong pipeline of large procurements in the second half of the decade.[3][5][13][14]
