Procurement that integrates economic, environmental and social goals across the full life cycle of contracts.
The umbrella concept covering green, social and economic dimensions of responsible buying. Ireland's SPP approach is set out in the EPA's Green Public Procurement guidance and the OGP's strategy, and has been reinforced by Climate Action Plan commitments. Practical levers include mandatory green criteria above €50k, social clauses on capital works, and value-for-money assessment on a whole-life basis. SPP is broader than GPP because it explicitly includes social and economic outcomes.
