Leveraged Procurement Agreement (LPA)

An OGP-managed central arrangement (framework, DPS or contract) that public bodies use instead of running their own competition, to leverage scale.
The umbrella term used by the Office of Government Procurement for the central frameworks, dynamic purchasing systems and contracts it puts in place for common categories of spend (energy, ICT, vehicles, stationery, professional services, managed print). Public bodies are required to use an LPA where one exists for their requirement, in line with Department of Public Expenditure circulars. Drawdown is by direct award where the LPA terms allow, or by mini-competition between named suppliers. LPAs are listed at ogp.gov.ie.
